About the Plan

What is going on?
The Elm Springs Planning Commission is working to update the City’s Future Land Use and Master Street Plans.

Why?
It is important to review these resources regularly, to ensure that the City retains the tools it needs as the community continues to grow and develop—to make sure developers improve our streets as development occurs and to ensure the Planning Commission has adequate resources to guide the form of future development in a way that holistically supports the community. The Commission is focused on the future of Elm Springs by looking at land use, infrastructure, natural elements, development, and community character.

How does it work?
The Planning Commission is working with a planning and engineering consultant on this effort. Guided by existing conditions, projected growth, and goals informed by public input, the plans will serve as a resource to inform how the city grows and develops.

What is it?
The Future Land Use Plan helps determine compatibility of future rezone requests, and the Master Street Plan shows developers what public improvements are required in the right-of-way when required. It is important to understand that a Future Land Use Map is not a Zoning Map, but rather is a resource the City can use for broad development guidance. The plan is not regulatory in nature but rather is a tool and policy guide to be utilized by the Planning Commission and City Council as they consider future decisions regarding land use, development, and redevelopment.

How can I see and comment on the proposed updates?
There are two (2) great ways to get involved and share your thoughts. You can attend the open house meeting on September 30, 2025, or you can review the Draft Plan Elements on this website and comment on this form 🔗.
